  • Payment Options

    FEE-HELP

FEE-HELP is available for PLT applicants. However, please note that FEE-HELP is available only if you are an Australian citizen or a student on a permanent humanitarian visa. If you are an overseas practitioner on a permanent visa for the purposes of bridging study, then you are NOT eligible for FEE-HELP for PLT.

For eligible students, the tuition fee can be fully or partially covered by FEE-HELP. If you are not an Australian citizen or do not have a permanent humanitarian visa, then you will be required to pay the tuition fee upfront. All applicants wishing to access FEE-HELP loans must return a Request for FEE-HELP Assistance Form with their acceptance of offer (electronic versions of this form are acceptable). FEE-HELP forms will be emailed to applicants with the Offer Letter. Hard copies can also be posted by request to pltadmin@leocussen.edu.au.

After you apply for FEE-HELP, if you disagree with a decision about re-crediting or remitting then please read the Centre’s FEE-HELP Review Procedures below.

Overseas Students: Please note that overseas students may pay the course fee of $14,750 by instalments. However, an application for permission to pay the fee by instalments must be made in writing to the Director PLT no later than two weeks before the commencement of the course (the enrolment date). Payments may be made by direct deposit, bank cheque/money order or credit card.

  • FEE-HELP Review procedures

    Introduction

Leo Cussen Centre for Law has a review procedure for reconsidering decisions relating to a student’s Commonwealth assistance (conforming with s 19-45(1)(c) of the Higher Education Support Act 2003 (Cth) (HESA). This review procedure is explained below.

The review procedure complies with the provisions in the HESA concerning the review of decisions and with those of the Higher Education Provider Guidelines (s 238.10 HESA).

    Applying for a FEE-HELP review

A student has the right to request a review of a number of decisions under the HESA, including a review of any decisions relating to re-crediting or remitting of Commonwealth assistance (s 206-1 HESA).

A student seeking a review of a decision relating to the re-crediting of their FEE-HELP balance must make their request in writing either:

    • within 28 days after they have received the notice of the original decision; or
    • within any longer period that the reviewer allows.

The written request must set out the reasons for requesting a review.

Please deliver or send the request to the FEE-HELP Review Officer (in compliance with s 209-10 HESA) at Leo Cussen Centre for Law, 360 Little Bourke Street, Melbourne 3000 or GPO Box 853 Melbourne 3001 or DX 460 Melbourne.

    Reviewing a FEE-HELP decision

After we have received a student’s request for a review, we must give the student a written acknowledgement of receipt. In this notice we must also inform the student that if the Leo Cussen Centre Review Officer has not made a decision within 45 days after receiving the request, then the original decision is taken to be confirmed. If the original decision is taken to be confirmed, then the student may appeal to the Administrative Appeals Tribunal (AAT). Our notice must also contain contact details of the nearest AAT and the approximate cost of lodging an appeal with the AAT.

When the Leo Cussen Centre Review Officer has made a decision, they must give the student written reasons for the decision. Their notice must also inform the student of their right to appeal to the AAT and provide the relevant contact details and approximate cost of lodging an appeal (s 209-5 (5), (6) HESA).

The Leo Cussen Centre Review Officer may confirm the original decision, vary it or set it aside and substitute a new decision. (s 209-5 (3) HESA).

The Review Officer for 2017 is Elizabeth Loftus, Executive Director of the Centre.

    Fairness and FEE-HELP

Leo Cussen Centre for Law takes seriously the issue of fairness to students. We comply with Subdivision 19-D of the HESA, which sets out the fairness requirements for higher education providers.

Essentially, a higher education provider must treat fairly:

    • all of its students; and
    • all people seeking to enrol with the provider.

Under our FEE-HELP obligations, we must make the opportunities and benefits of FEE-HELP equally available to all students, or classes of students, who are eligible to be paid the assistance.

We have open, fair and transparent procedures, based on merit, for making decisions about the selection and treatment of students who are to benefit from Commonwealth assistance like FEE-HELP. When we make such decisions, Leo Cussen Centre for Law may take into account any educational disadvantage that a student may have experienced.

  • Census Dates

The Census Date is the date immediately after which the full tuition fee for the PLT course accrues as a debt. In other words, any refund after this date is unlikely. The date falls approximately 20% into the course. The Census Date applies to both non-FEE-HELP and FEE-HELP applicants.

The Census Dates for 2018 are 27 February (PLT 1) and 14 August (PLT 2). The Census Date for the Online Part-Time 2018 PLT course is 3 April 2018. The Census Date for the 2018 WA Online course is 9 April 2018

    • Non-FEE-HELP Student: withdrawal after the Census Date means the full tuition fee is owed to Leo Cussen Centre for Law. Special circumstances may apply in limited cases. When applicable, the Centre follows a procedure similar to that for FEE-HELP students.
    • FEE-HELP Student: withdrawal after the Census Date by a FEE-HELP student means the full tuition fee is debited from your FEE-HELP balance. Essentially, the full debt becomes owed to the Australian Government and is payable through the Australian Taxation Office. ‘Special circumstances’ as defined by the Higher Education Support Act 2003 (Cth) may apply in limited cases. For special circumstances to apply, Leo Cussen Centre for Law must be satisfied that such circumstances were (a) beyond your control and (b) did not make their full impact until or after the Census Date and (c) were such that they made it impracticable for you to complete your study requirements.
